The bye-election for West Down, owing to the resignation of Lord Arthur Hill (Unionist), resulted : —McCaw (Unionist) 4051, Boat-tie- (Liberal) 2760. At Rugby football, Scotland (by a placed goal, two dropped goals, and a try) defeated England (two placed goals). Scotland's three-quarters, including Colin Gilray, a New Zealand Rhodes scholar, showed brilliant form. ' At billiards, Weiss, conceding 1000, defeated Cook by 7000 to 5876. (Received March 23rd, 8.52 a.m.) PARIS, March 22. Owing to the misunderstanding of, an order while the French submarine Ventors was manoeuvring at Chorbourgh, the vessel suddenly plunged and' struck the rocks at a depth of ten fathoms. T4io hull was extensively damaged, and the propellers rendered useless. The coolness displayed by the captain and crew enabled them to make a miraculous escape. Tho Prefect of the Seine has submittedto the Paris' Municipality a scheme for beautifying, the city at a cost of £24,000,000. A. sum of £2,000,000 is to be devoted to' the extinction of tuberculosis.
