ST. PETERSBURG, Nov. 23.
The peasant conscripts at Ekaterinburg refuse to take the oath unless their demands for land are satisfied.
Count de Witte- is elaborating a Habeas Corpus law. The Zemstovs are discussing the Executive Committee's resolution to co-operate with Count de Witte if he does not deviate from the execution of the Czar's manifesto and recommending sweeping reforms.
