LONDON, Oct. 18,

Dr Morrison, the London Times' correspondent at Pekin, states that Germany, in deference to Russian wishes in 1991, affirmed that Manchuria was outside the Anglo-German agreement. Now, for the purpose of embarrassing Britain, ;Germany has persuaded China that if the Thibet treaty is confirmed as it stands, Geririany may demand prescriptive right in Shantung province and that France is similarly situated in regard to the Yunnan province, and Japan to Fbkien.

The Chinese representative at Lhassa has been instructed to seek at Calcutta a modification of the treaty in order to save China's face.

The Times' Vienna correspondentsays Germany has possibly over-reached herself. Considerable embarrassment, .almost amounting to vexation is felt at St. Petersburg at Germany's action in proclaiming at Pekin the solidarity of German- and Eussian interests in .Asia. Tho interference is "intended to imply that Gerrriany and Eussia are united in antagonism to Britain. Eussia and Britain, as the greater Asiatic, powers, admit a mutual right to-speak as to a new adjustment of their own differences, but both resent the gratuitous interference of a third power, having no claim to speak as an Asiatic power. Eussia has informed the Court at Pekin that the objections taken to certain clauses of the Thibet treaty are not intended to imply the slightest animosity towards Britain.
