In the House of Commons Captwin Prelyman, in justifying the Navy Estimates, said Britain 'a policy was purely defensive. She adhered to a two-powtr standard in regard to battleships; she followed what other countries did and did cot initiate expenditure, but that standard did not apply to cruisers. If. ns Lord Eosebery said, the world wax our granary, Britain did not intend 10 allow the key to be handed to anybody else. The number of cruisers required to protect trade was tha result abao lutely of sacrifice and calealtuior.. Mr. H. Koberts, with Sir Henry Campboll-Bannerruan's support, moveti that the Government communicate with other Powers with a view to diraiaishing the shipbuiliiog programme. The arnendmont was negatived by 174 votes to 122.
Mr. Arnold-Porster reiterated (h* Hon. Gr. Goschen's offer to consider foreign overtures.
