" Ragging " in -tiie Guards.'
(Per Press Association—Copyright) I Received to-nay at 9.22 a.m. j LONDON, Yesterday. Replying to the Duke of Bedford's criticism in the. House ol Lords on the action of tho- War Offico placing Colonel Kinloch on the retired list in connection with the "ragging" in the Guards, Earl Roberts declared the decision was in accordance with the regulations and also in the best interests of the army. He would not allow its honourable traditions to be sullied by a disgusting and degrading j form of bullying.
