Replying to a deputation representing the Chambers of Commerce, Viscount Cranborne (Parlimentary Secretary to the Foreign Office) said enterprise pn the part of traders was a pre-requisite to the maintenance of commercial ascendancy. In China Britain was securing full opportunities, but one thing to avoid was international swagger. Britain's well-defined'treaty rights would be pressed courteously and firmly, and watchers of recent British relations with Russia had seen them pressed, with no small success.
