H. Wnlls presented tlie report of Hie Organisation ;ind Legal Committee on the definition of the word “non-political” in llie association's constitution. The re|Kirt stnted; “The eonimiltee is of opinion that the word ‘non-politienl’ is' not ii dietioimry word, find is not capable of striet deliimlioM in ;i legnl sense in the ulisenee of on intevpvetiition ehuise. In view of the eonduct of the business of the N.Z.R.S.A. since tlig adoption of its constitution, (he committee considers lluil an intention in the framers must now be inferred that the exertion of influence upon the Legislature by direct or indirect means is not intended to be included so long iis no action is taken to lifted the personnel of the House of Representatives.” The report was adopted.
