MANAWATU COUNTY COUNCIL.
Wednesday, Jitnk 7, 1881. The Council met at 10 a.m. Present — Messrs Macarthur (Chairman), Rockstrow, M'Leunan, Lin ton, Douglas, Sanson, Gray, M'Bdth, and K*bbelL The minuted were read and confirmed. CORRESPONDENCE. Letter read from Messrs G. Stevens & C »., of Invercargill, stating that they were about to import boring machinery, and offering to umieita'se to bore in this county, on the principle that if they did not retch any depth agreed upon they would forfeit all claim to the money. Received. Latter read from Mr E Iward Feck, re lease of a ferry reserve at Foxton, and asking upon what terms the Council would lease it to him. Letter read from Mr J. L. Kirkbride, objecting to a reduction of his account for advertising the Licensing Court at Feilding. Latter read from the Wanganui Haibor Board, regarding expenditure on the formation of roads to their endowment block The Chairman brought up the report of the committee appoints 1 to deal with the matter. Their proceedings have already beeu reported. The report wa9 adopted. Letter read from the Premier's office, acknowledging receipt of the Council's re solution claiming two members of the House of Representatives for Manawatu. The letter said : — " In reply lam to say thai the claim thus raised by the Council, and enforced by you (the Chairman) will b> carefully considered by the Government as soon as the census returns have been completed, and it is thus made possible to undertake the preparation of a Bill for the Readjustment of the Representation." Letter read from Andrew Lukaschewsky, of Halcombe, stating that a bullock recently sold at the pound there had done damage to his fences, &a, estimated at £2, and claiming that amount from the Council. The matter being outside the province of the Council, no action was taken. Letter read from the Surveyor-General, stating that the Government has succeeded in obtaining a better road into the Kiwitea from Mackay's road through section 164, the property of Mr D. Sinclair, and as the new road will have to be cleared suggesting that the Council expend the balance of the vote — £29 12s 3d — upon the work, and the compensation of £60 to be paid to Mr Sinclair will be made up in some other way. The Chairman explained that when in Wellington he saw Mr M'Kerrow on this matter, and learned that the Government proposed to pay the compensation out of the one-third of deferred payment land revenue still payable. He strongly protested against this course of action being adopted. Pronosed by Mr M'Beth, seconded by Mr Lin ton, and carried, "That the sum of £29, being the unexpended balance ef the i'l4oo voted by the Government for Kiwitea block, be now expended upon clearing the new portion of road line through Sinclair's land. " Carried. Letter read from the Palmerston Borough Council, referring again to the necessity of the Kawau stream, on the Foxton line, being cleaned out. The letter proceeded to state that "The Railway Department has caused the drain alongside the line to be cleaned, and the Council wish to deepen and clear out the road drain, but unless the outfall is cleaned no good could result. The Council is informed that the Railway drain and outfall is a joint work of the Railway Department and County Council, in which case, if correct, they would request you to lay the matter before your Council with a view to have the work undertaken at an early date." Mr Linton said he thought, with reference*to this matter, that Mr Rotheram wished to escape a fair charge on his department. No aotion was taken. Letter read from the Manawatu Highways office, enquiring whether the County Council have taken o^er the Bunnythorpe road, leading off the Rangitikei lino. — The Council have not done so. Letter read from the Railways Department, acknowledging reoeipt of the resolution urging a reduction in the freight on white pine timber intended for shipment. Received. Letter read from G. F. Jackson, applying for a license to slaughter on section 52 subdivision C, Manchesterblock. Granted. Letter read from the Provincial District A.uHtor, re accounts. Received. Letter read from a number of Bunnythorpe settlers, asking that a special rate of one shilling per acre be levied on all land adjoining the Bunnythorpe road. Received. INLAND ROAD. Mr Kebbell said he had been informed by several residents of the Otaki district that the Government survey placed the West Coast railway route in the centre of the inland road from Horowhenua to Waikanae. He would move, "That the Chairman be instructed to enquire of the Government if it is their intention to take possession of the road from Horowhenua to Waikanae for railway purposes, or if they intend running the railway alongside the said road line. " Seconded by Mr Sanson and carried. RESOLUTIONS. Proposed by Mr Liutoa, seconded by Mr M'Lennan, "That the Chairman of this Council be authorised to apply for the Awapnni gravel reserve." Carried. Proposed by Mr Linton, seconded by \f>* M'Lennan, "That plans and specifications of proposed additions to the Manawatu bridge, with tenders for same, be submitted to the Manawatu County Council for its approval." Carried. Proposed by Mr Rockstrow, seconded by Mr G"ay, " That a sum of £10 he expended for planting trees on the ferry hill, Foxton, under the supervision of the Councillors for Awahou riding." Carried. Proposed by Mr Rockstrow, seconded by Mr Gray, " That a subsidy of £15 for one year be paid to the Ranger appointed by the Foxton Local Board, providing the Ranger keep clear the county road witfcin the Awahou riding of stray cattle ; subsidy to be paidoutof the Awahouriding account." Proposed by Mr Rockstrow, seconded by Mr S«nson, "That the resolution re Weatherlny family passed en the 21st March, 1881, be rescinded, and the following substituted : — 'That the sum of £1 10 a be paid per month to the orphans of the late Mr Weatherley for the period of six months ; such payment to date from the 21st March, 1881.'" Carried. Proposed by Mr Kebbell, seconded by Mr Gray, " That in accordance with the agreement made with Mr Roach, of the Ohau ferry, £30 be granted to pay for his license, provided he obtains a renewal from the Licensing Bench. " Carried. Proposed by Mr Sanson, seconded by Mr M'Lennan. " That the Engineer be authorised to call for tenders for work on the Cemetery ro&d, Oroua riding, tojthe extent of the unexpended balance of £100 vote passed at a late meeting ; tenders to be in in time for next meeting." Carried. ESTIMATES. The Council then went into committee to consider the Estimates of revenue and expenditure. BPECIAL 'MEETING. The Council adjourned at 1 p.m. for one hour. Upon resuming, a special meeting w»*
held, when the resolutions of the Council taking over the Foxton Pound, and adopting the byelaws were confirmed. A lengthy discussion, lasting an "hour and a quarter, took place on the advertising of the estimates,, and eventually it was proposed by Mr Douglas, seconded by Mr Kebbell, •' ftiat public tenders bo called for trom all papsra circulating within the county for county advertising." FURTHER RESOLUTIONS. Proposed by Mr Itockstrow, seconded by Mr M'Lennan, " That i committee be apuointed to select a piece of land in the township of Fuxton. for the purpose of erecting Council Chambers thereon, and report to this Council at the noxt m «eting ; she Committee to consist of Me4srs M'Lennan. Gray, and the mover." Carried. Proposed by Mr M'Beth, seconded by Mr Linton, and carried, "That the snm of €60 be granted for road works required on the upper portion of Kimbolton road." Carried. Proposed by Mr Rockstrow, seconded by Mr Gray, " That the Bum of 1160 he placed >n the estimates for the object of purchasing the railway line now in use by Mr 5 lundern, and leading from Mr Robinson's gravel-pit to Johnston's road, Foxton, to be charged to Awahou riding." Proposed by MrSanson, seconded by Mr Rockstrow, and carried, "That a charge of one shilling each copy be made for the county byelaws, the same to be stamped with the county seal. " Carried. Proposed by Mr Rockstrow, seconded by Mr M'Lennan, "That a committee be ippointed to enquire into the working of >.he Engineer's Department, and report next meeting ; the committee to consist of the Chairman, Councillor Sanron, and the nover. " Carried. Proposed by Mr Rockstrow, seconded by vlr M'Lennan and carried, "That the sum of £400 be placed on the estimates to pur- i chase a parcel of land and erect a suitable building for County Council Chambers." LIST OP TENDERS. For work from Avenue road to Racecourse hill.— J. C. Nathan, £102 straightening drain from bridge to sand cutting, £20, accepted ; John Anderson, £113, drain, £1 Us 6d »er chain ; Williams & Co., £99 10s ; clearing drain 12s per chain, cutting a new drain 18s per chain. [Williams & Co.'s tender was received too late.] Bushfelling at Fitzherbert.— R. J. King 6 Co., £33 103, accepted. Only tender. For Mokowai bridge.— Thomas Shortall, £20, accepted. Only tender. For bridge on Wilson's road. — Thomas Shortall. £51 10s, accepted ; Thompson Bros., £93 los ; T. Schlagar, £6S 10s.
