A Moscow wireless message states that the Polish delegates were, furnished only with the Polish command's authorisation to negotiate an armistice instead, of mandates from the Polish Government, which the Russians consider to be essential. ■ The Poles returned'to Warsaw, but hope to renew the negotiations at Minsk.
