The Morning Post's Washington state?: "Before the -Anglo-Japanese Treaty is renewed .the Premiers of the British Empire will confer, probably in Western Canada, either at Victoria or Vancouver. 'I his is the first time that the Dominions Premiers will be as- • sembled in conference outside Lqn--don. It will appeal to the imagination to have a meeting in one of the western outposts of the Empire. Hence a city in Western Canada, has been selected instead of Ottawa; If circumstances permit Mr Lloyd • fleorge and Lord Curzon will attend. Washington has. been advised of the proposed conference, and is keenly interested, owing to the strained relations existing between Japan arid the United States.

The dislike of the Japanese is f;o bitter in California that the Governor has appealed to the President urging the passage of ;t law totally prohibiting Japanese immigration. At the State .elections, to be held in November. Californians will vote upon the law. which will practically -eschew all landed property that the Japanese own in Cali-I'c-riiia. The Japanese protest that the proposed legislation is dLscriminivfing, adding that Japanese pride and self-respect cannot tolerate it. The Caltforians, however, say that it is not a. racial but an economic question. "A* a matter of fact Califomian hatred of the Japanes'o is racial. The Japanese do not object' to marrying a certain c];\c?, of white women, 'and Cnliforninns fear that the purity of tho native stock may ho. contaminated. California!!" oppose the United States' joining the L'Tigue of Notions, on the ground that the State may be deprived of i>owc j-r to enact tliscriminatory legislation.'"
