NEW YORK, July 14. A message from Chicago states that »the following planks will be ■ laid before the Third Party's Convention: —Recognition of the Irish Republic and Russian Soviet, public ownership of railroads, stockyards, and other public utilities, the initiative, referendum, and recall, the adoption of Mr Goinpers's Labor programme (wh'ieh the Republican and Democratic Conventions rejected), repeal of alf espionage laws, the referendum in all wars save where the United States is invaded, withdrawal of the United States troops from Europe, .and a soldiers' bonus.
