The exemptions include' those' indispensable for military and national industries, sole supporters of-\-chil-dren, wives, parents, brothers, "or sisters; m'einbeis of well-recognised religious sects who are conscientious objectors, ordained ministers, Federal and State legislative, judicial, and exeeiitivfi officers; aliens who have not taken out first naturalisation papers, . workmen in armories, arsenals, arid navy yards,. pilots and mariners in tlie merchant service, criminals, and mentally deficient., The drawing will be held at Washington. There will be local -exemption boards for every SOj-000 people, also appellate boards for -each .Federal district, ~'..-,'
President Wilson says that the system is designed for the need's,'and circumstances of tlie whole couUtry, with the least inequality and personal hardship. All men are on an equal plwne; He points out' that" the boards must impartially, and fearlessly perform their delicate and difficult tasks. •.-..
