ARRESTS IN FRANCE,

The police arrested, Omer Boulanger, president of the relief committee for distressed Belgians in Paris. He was formerly King Leopolds chauffeur. They also arrested; three bankers, formerly fimuicieis fit Brussels, on a charge of illicitly dealing in Belgian bank-notes honored, by the Bank of France and Bank of England for Belgian refugees.
