EXPEDIENCY OF QUOTA SYSTEM
A COMMITTEE INQUIRING
(Received Aug. 30. 8.15 a.m.') LONDON, Aug. 29
A Cabinet committee, consisting of Lord Selborne, , Lord Crewe, Mr Churchill, Mr Chamberlain, Lord Curzon, and Mr Henderson, is inquiring into the expediency of^ introducing the quota .system, similar to that of South Africa, > under which ■each locality will be asked to furnish a certain number of recruits voluntarily, and unless forthcoming the Government -will 'be empowered to take the men required The 'South African Government did not find it necessary to use this power. Lord Selborne's committee is dealing with the matter in an fdministrative manner, free from all political and personal questions. The indications <\re that the chief difficulty will not be to get soldiers, but to enlist men who can _ best be spared belonging to callings iv whichold men and women might fill their ■places. '
