[to the editor.] Sir, —During November a meeting of subscribers to the public library was held for the purpose of discussing plans for the of t-he institution, and as a result a committee was set up to formulate schemes; but so far nothing has been heard regarding their deliberations. Who is to blame? The Mayor, the Town Clerk, or the subscribers themselves? If our library is to be conducted under more modern conditions, there is need for immediate action on the part of those who are responsible for the improvement. J would-also, like .to ask particn.la-rs. ' regarding it'"free list" which, I undei'stand, is in operation. If my information is correct, why should we subscribers- pay and support the library for the benefit of. a select few who read the—best of literature "on the nod"? I would also draw attention to that financial eyesore-—the notice board outside the Institute which contains the scale of charges. It indicates that if we pay yearly (jand I presume in advance) the fee1 will be 18s, and we are also entitled \o membership on the payment of Is monthly.. Now,,sir, where is the common-sense in tins arrangement 2I hope.that those responsible will not ■ shirJt.. their" 4»ties any , longer in a matter of such public moment. , SUBSCRIBER.
