/Professor Irvine's report mentions that many families^ unable to pay the increased rents, were driven to squat in. bush huts, improvised out of old tins, packing cases, and sacking. He recommends a general Housing and Town Act on the English lines, and provision for rural village^ for oity workers, the State to retain general control and administration.
further, recommendations include demolition and treatment of slum areas, insistence on a high standard of sanitation, lighting and repairs in. congested areas, rehousing of the displaced population, provision for parks and playgrounds, loans to encourage .co-partnership in building and housing schemes, encouragement rif decentralisation and formation of new centres on garden city lines, and organisation of household services bri a "common basis.
