LONDON, Jan. 28. i , Ear! Grey, in the House of Lords, I said that as a convinced federalist! he was strongly opposed to the Home ! Rule Bill. He preferred that the ; Ulster men in the north-east should be given self-government similar to that prevailing in Ontario, and the Nationalists in the west and south should have the same rights as the men of Quebec. It was imperative., in the Empire's interests, that the question shoiild be settled on the lines which had satisfied the democracies in self-governing Dominions and the United States. Lord Bunraven said that the Bill was incompatible with federation, and imposed no adequate check on the Order of Hibernians.
