THE TORCH INCIDENT.
CONTRARY TO REGULATIONS.
LONDON, Jan. 28. Mr Churchill, replying to Major Archer-Shee, said that the places in which prisoners were confined aboard the Torch were well ventilated, but were used contrary to the regulations.
