Service Guild and the own•ers of vessels under 1000 tons trading <iut cf Wellington, I would respectfully ask you to submit to your executve the following scheme, which I think will contribute very largely toward* arrangng the present dfficulty —(1) Xiuit< a committee, say, of five persons shall bo selected from the guild and the federation; (2) that it shall meet at as early a date as possible, and discuss the trouble as from the same, basis as that,., upon winch the recent dispute in Auckland was arranged; (3) should there be any question or difference of opinion hetwnou the parties as to tonnage, classification, duties of officers, or trades i)i which the vessels are enjaeed in making a comparison between the local fleets and those recently discussed in Auckland, then siu-h .'ii.-putcd points could be referred to a committee consisting of -one esßert to be appointed by each fctle n;v' n chairman to be mutually '»<w-d sipon by both parties; (4) the «leeiHon of such committee upon any T-oint- shall hs considered as nnal and Jvindi'^ vnov all parties ooncorned. 'I r!u not think it necessary to nrgc upon you the necessity j>f endcavoru<' to overcome this drluculty, is not only have the tirade, business, -md r-;nL:;it\s of those )?Timedaately fwnc-n-ir-i b^fn considerably inter*orpd with, but quite a number of other bnsinosses are being affected, and it' is more than probable that wen if an attempt is made by any

of the companies to fore© the posi- ; tion, such, an action would lead to further dislocatiion of trade. I think under any circumstances it is advisable that every effort should be made to adjust the position at once by an amicable settlement.—(Signed) P. Hally, Commissioner of Concali- ' ation." . •xx. | Aft'»r considerable discussion tne j •> o-uiid decided unanimously to decline I to entertain Mr Hally's proposal. i A copy of the above letter was also j ! sent to the Shipmasters' Federation. \ The Patea Shipping Company s [steamer Arapawa loaded a full clajrgo at Wellington on Friday and sailed at 5 p.m. for Wanganui.
