OTTAWA, April 26. Sir Frederick Borden, Minister for Defence for Canada, speaking at a banquet at Ottawa, said that he did not favour Canada's contributing to the Navy until she had- some say in its management. .
The best way to relieve the British taxpayer, continued Sir Frederick Borden, was to have the first line of defence in the Canadian Army; enabling Canada, if necessary, to send an army to defend the' Empire in other parts of the world.
