MR BALFOUR'S DECLARATIONS

OSTRACISED
LONDON, March 10. Lord Robert Cecil, in a letter with reference to the resolution recently adopted by the Unionist Free Trade Club,: says he believes that Mr Balfou'r is not pledged to the taxation of food or a general tariff, and those opposed to both proposals may still consider themselves his followers. He hopes that this is not inconsistent with the membership of the' Club. The Duke of Devonshire replied that the resolution simply re-affirmed the strong opposition to either proposal. All opposed to the proposals may rightly continue their membership of the Club irrespective of their views as to the exact effect of Mr BalI'ourV declarations.
