The Agricultural Conference resolved that the Government be asked to introduce a Bill making it compulsory for local bodies to deal with the small birds nuisance. A draft Bill was then considered and discussed. A clause providing that if an injurious bird hatched young within a radius of tea chains of a residence the occupier was liable to a penalty was expunged. The question of bringing the Bill into operation in the North Island provoked a good deal of discussion. Eventually, on Mr Ritchie's motion, it was decided that the North Island members, while adopting the principle of the Bill, it should apply only to snch districts in t'-ie North as might adopt it.
