The Times says:—Mr Ainold-For-ster's speech is probably the most im« porfcant declaration of the higher policy of Defence since the Dake of Devonshire's announcement that the Government and Admiralty accepted sea supremacy as the basis p| Imperial defence. What was wanted, he said, was an organ of the Executive Government to see the problem steadily as a whole, namely, a special department superior to the Admiralty and War Office taking the widest purview. Thafc declaration committed the Government and Admiralty to the only policy that could place defence on a national} intelligible basis.
