London, April 8, The Ameer of Afghanistan is permitting Sunnito Mohammedans from Central Asiastic Russia to travel through Afghanistan on their way to Mecca. The Novoe Vromya suggests that if properly approached, the Ameer would agree to the appointment of a diplo matic agent at Kabui. Tho Hadda Mullah has arrived at Kabul, and congratulated the Ameer on his succession. He suggested that as the late Ameer Abdur Rahman was called "Tho Light of the "Faith" Hahibullah should be donominated " The Hope of the Faith." Habibullah declined, saying he had not earned the titlo.
