Japan, Britain and America have approved the Manchurian Convention between China and Russia, which is ready for siguature. China secures material advantages, including the admission thafc Man ehnria is an integral part of the Empire. But China is compelled untruthfully to admit that she was the aggressor in the fighting on the river Amur in 1900. April 8. Russia signs the new convention to day. The evacuation of Manchuria will be completed in eighteen months. The questions of special privilege for the Russo-Chinese Bank are being waived. London, April 9. Several villages in Mongolia have been fortified in order to resist the indemnity taxation. M. Lessar, Russian Minister, Prince Cuing, and Wangwhenshan have signed the Manchurian Convention. It is stipulated that ib .should be ratified within three months.
