London, February 14. Lord Rosebery approves of the Anglo-Japanese ereaty.

Sir Henry Campbell-Bannerman said:

—"We are in substantial agreement with regard to the policy, but differ as to the methods. The aims of the treaty might h&ve been attained by an interchange of diplomatic Notes instead of by an explicit undertaking of great obligations."

Mr Balfour said that the treaty is intended to prevent an attack upon Japan, and is aimed against the adventurous policy in China. He believes it will succeed.
