Sn^—ls it right or proper that a member of the River Board, who is m arrears with his own rates should Bit and vote, yea and more than this, should move and carry a resolution doubling last year's rate. lam assured this is a fact. Is it right and proper ? A man wbo cannot or will nut pay his rates should resign, and leave River Board management to others.— l am, &c, Ratepayer.
