RE VAGRANT CATTLE.
* , 10 IBS EDITOR. Sib, — Your correspondent " Common Sense" says Seymour Square is not fenced securely, and argues that m consequence it is wrong to prosecute owners of cows trespassing. This is silly reasoning. The cows must have been on the streets. If they were m their owners' paddock they could not have found an entrance to Seymour Square, which has a public road all round it. This sort of thing has been going on for a long time, and the fines should be doubled on each occasion a delinquent is brought up. — I am, etc., Resident.
