THE KAISER ON NATIONAL DISARMAMENT. [UNITED PBIBB ASSOCIATION. I Received December 8, 10 a.m. Berlin, December 7. The Emperor read his speech m opening the Reichstag. He approves of the Czar's conference for international disarmament, and read the preamble of a bill increasing the effective peace footing of the army to 502,506. He said that, although the Czar's aotion precludes attack from the east, disarmament must not be expeofced ; hence military preparations are being continued m Germany. ■
