FUTILE ATTEMPT TO FORM A CABINET. [united press association.] Paris, January 23. The excitement over the election of President is quieting down. M. Faure ia said to be strongly sympathetic with England. On the 20fch M. Bourgeouis was summoned to form a Cabinet m succession to M. Dupuy. He undertook the task, and gave forth as his programme pledges of concentration and Republican union. Ac selected as colleagues : — Cayaignac, Minister of Wav Bhumann, Minister of Marine Peytral, Minister of Public Works Poincaire, Minister of Finance Horatiux, Minister of Foreign Affairs. Two days later he announced he was unable to complete the Ministry, and attributed his non-success to the fact that several of his colleagues objected to the progressive income tax. At the request of the President he renewed his efforts, but finally aban^ doned the task yesterday.
