THE PREMIER'S SPEECH.

[united press association.] London, January 19. Lord Rosebery, addressing 10,000 people at Cardiff, said the next session's programme would be purely business, pending the elections. The disestablishment of the Church of Wales would be taken first, and then the measures dealing with the liquor traffic. The questions of one-man-one-vote, and the Scotch Church Bill would also receive attention. He said the payment of Members would admit attendance of working men to the House of Commons. As regards the measure to be introduced re the House of Lords, he declared there was no intention to destroy the Upper Chamber, and that all that was wanted wag a better adjustment of the relations with the House of Commons. The Premier referred to the motion tabled towards the end of the session, which he said hinted of murmuring discontent m the Liberal camp, and m connection with this he urged strong unity, as if the Liberals were defeated at next poll it would be more difficult to recover the position than formerly.
