* THE DISPOSITION BILL. [special to express.^ Wellington, August 16. The Cheviot Estate Disposition Bill came up for its second reading in the House yesterday afternoon, and provoked a long: debate, whioh extended until nearly eleveo o'clock, when the motion was agreed to oa the voices, and the BiU was referred to ttra Waste Lands Committee. The Minister of Lands says the purchase of the estate had to be made to proteot the revenue of the Colony, and he was sure the transaction would prove to be a judicious one. It was proposed to sell one third ot the estate by public auction for oash ; one third by lease in perpetuity ; and one third by lease for grazing farms. Mr Rolleston and several Opposition membera spoke against the purchase, but said now that it had been made they would, make the best of it. Sir Robert Stout treated the H0u.86 to S few common sense remarks, in which he condemned lease in perpetuity, and said he was opposed to selling land for cash at all. Mr C. H. Mills, in a short but well thought-out speech, strongly approved of the purchase, which he considered was entirely in the interests of settlement.
