THE COMBINATION OF OFFICES. ♦

Expebience has shown conclusively that it is wise to combine the office of Inspector with that of Secretary to an Education Board. The duties are so interwoven, that when the offices are separated, the two officers must be m constant communication with one another. When the offices are united m the one individual, that officer has much easier duties to discharge, as his Inspectoral knowledge < assists him m his Secretarial work. The clerical work of the Education Office is not heavy. If it becomes so, clerical assistance can at any time be obtained ; and a smart capable man can m three or four days m each month do all the routine work, and be free to look after the schools, which after all is most wanted. One thing the Board should certainly make a primary condition of appointment, via : that the applicant should be an outsider, free from all local feeling or association, a capable man but a stranger to the district. In all these things there is always we know a great deal of wirepulling, but m this case we feel sure the Marlboroutfh Board will not be influenced by direct or indirect efforts to get m this or that applicant, but will make the appointment on the proved merits of the applicant. That the successful man should be an outsider must commend itsell to every reflecting person as desirable.
