resolved to urge tho Government to encourage emigration to the colonies. Messrs McMillan, lteitl, and Jlay spoke on the resolution. Sir James Anderson road a paper on Telegraph Eefornj, m which he advocated the advi3ableness of the colonies making a guarantee to the Cable Companies of 4 per cent, receiving m return the liberty to control the rates. It was also decided to appoint a deputation to wait on the Government asking them to consult with the colonies respecting' the adoption of an efficient scheme of Imperial Federation. The Marquis of Lome advocated consulting the Agents -General on the snbject of commercial treaties. Sir Saul Samuel said it would be impossible to federate on a commercial basis if the colonies adhered to Protection. A committee was appointed to prompt the codifying and assimilation of commercial laws. July?. At the banquet given under" the auspices of the Chamber of Com- ; merce Congress the Marquis of Lome said that the colonies were England's best customers m times of peace, and her surest allies m: times of war. Messrs Davies, ReidV and McMillan spoke. '
