The debate on the Hospitals and Charitable Aid Bill was continued m tho evening by Messrs Lake, Walker, Whyte, Newman, O'Connor, Buchanan, Steward, Kerr, G. F. Richardson, v 7. F. Buck-' land, Sutter, Ilnrsthousc, Keene, Levestam, and MoMillan, who criticised both the last years Act and the present Bill from Various standpoints. In reply, Sir R. STOUT said he could not deal with nil the points. He hoped the district's would not be made smaller as somo Bpoakeis suggested, nor could he see how the burden was to be thrown on the property-tax as othors wished. Thero was nothing to pr-ovent local bodies taking charge of industrial schools if they were preparod to elo so. Several practical Enagcslions had been made, whioh ho would be glael to confer with hon. members upon before tbo Bill was committed. Tho second reading was agreed to on "•"the voices. ' civrt. SEnviCR reform. Sir R. STOUT moved tbe second reading of the Civil Servico Reform Bill. Mr CONOLLY took exception to the wording of some clauses, and nrged that there was no necessity for special provision re women, who conld now enter the service. Oor Service waa a very good one as it was, and tbe bill would do harm rather than good. Ho considered the nomination system proposed was unworkable, and objected to reducing the salaries by o per cent as proposed. The soramisfion was impospible and absnrd. There was not the slightest necessity for tlie bill, and he moved that it be read that day six months. . Mr JOYCE remarked that if Mr Conolly thongbt tbo Service was good enough as it w.ip, he hid learned very little m his two j yenrs of oflice. Mr SAMUEL was m favor of the three months notice clause, but saw lit le to like id Ibe rest of the Bill. After some further discussion Mr j Conolly'!* amendment was lost by 27 to 7. The Bill was read n Becond time, and the House rose at 1.40 a.m.
