MARLBOROUGH EDUCATION BOARD.

Tuesday, April Ist. The Board met at half-past ten o’clock, when were present—Messrs Seymour (in the chair), Ward, Parker, Baillie, and Fell. The minutes of the previous meeting were read and confirmed. CANVAS TOWN SCHOOL. The secretary reported that no answer had been received from the native department to the communication in reference to the Canvas Town school and the teaching sewing to the native children attending it. A letter was read from Mr Dive stating that Mr Douslin’s estimate for the building was Ll5O and pointing out the necessity of the work being proceeded with before the winter, otherwise the children will be without fire in the. school, as the chimney is at that end of the building which is occupied by the master. Mr Douslin appended a memo, to this letter that his estimate was Ll2O. The building could be put up in Blenheim for LIOO. He asked if he should alter the plan ? The Board resolved that the plan should be altered, Jandffresh tenders be called for. LEAVE OF ABSENCE. A letter was read from Mr E. T. Conolly stating that he should be unable to attend this meeting, and asking for leave of absence on this occasion, as, without it, his seat would be forfeited. He hoped to be able to arrange for more regular attendance in future. On the motion of Captain Baillie the necessary jeave of absence was granted to Mr Conolly. PUPIL TEACHERS. A letter was read from Miss Sarah Mowatt of Picton, asking the Board to be so kind as to inform her what her position is since her passing the examination. The secretary said Miss Mowatt ranked as a pupil teacher, and was at the end of the second year; but she had passed so good an examination that the Secretary recommended that she should have an assistant teacher’s certificate. According to the regulations she would have to serve 4 years before being ranked as an assistant teacher. The Chairman said she had been in the same position before this Board came into existence, and she was older than the age contemplated in the regulations for pupil teachers. The Secretary was instructed to give Miss Mowatt. 'be i iformation asked for, and also to refer her to toe regulations. HAVELOCK SCHOOL. The question of the alteration to porch, &c., at., Havelock school, was postponed until next meeting. printing, &c. An application was read from Mr J. Tait, asking for a share of the printing and advertising. Captain Baillie suggested that the printing of the Inspector’s Reports should be done by tender and said he would move to that effect at the proper time. Mr Ward said as to the new paper getting a share of the printing, what share was it to get ? The old paper had had it all for some time, and now let the new paper have its turn. He thought a second paper would be of great benefit to the place,, and that all the printing should for a time, at all events, be given to the new paper, so as to help to establish it. He moved that the printing be given to the new paper. One advantage of having two papers was that they would hear both sides of a question, but with only the Express here, they got only one . side or half a side or no side at all. I Mr Fell seconded the motion, which was carried without further comment. I mr doherty’r resignation. Mr Doherty sent in his written resignation of his situation as second master of the Blenheim school, subject to the conditions of the Education Act, Mr Fell said he understood the committee contemplated having a head mistress instead of an assistant male teacher. The letter was referred to the committee. WAITOHI.nJ A letter was read from Mr Standen, chairman of the Wait >hi School Committee, in reference to Mrs Robertson’s offer of a house and piece of land for a teacher’s residence, Mr Standed reported that these premises were let, and he was directed by the committee to suggest to the Board that a teacher’s residence should he built on the quarter acre offered by Messrs Parker Brothers. Mr Standen also reported that Mr D. Munro had tendered his resignation as a member of the school committee. Messrs R. W. Parker informed the committee that they were willing to sell a quarter acre frontage for school purposes at Ll 5, or half an acre at the back for L 25. The Board accepted Messrs Parkers’ offer for the quarter acre. Applications from the following persons for the mastership, of the Waitohi school were referred to the School Committee ;—A. Everiss, Kaituna; JML J. Smith. Blenheim; W. Sercombe, Dunedin; C. vVTclemens, Picton. SCHOOL RESERVE, • • A letter was read from Mr S. Swanwick, stating that section 497, Town of Picton, has for a number of years been dug and carted away by the townspeople for sand for building purposes. He asked the Board to be allowed to fence ip this auction, and undertook to protect

it from further encroachment, and was willing to pay to the Board a rental of ten shillings a year. The chairman said the matter was not within the jurisdiction of the Board. The matter rested with the commissioner. PICTON SCHOOL COMMITTEE. The chairmen reported that Mr G. It. Guard had been elected a member of the school committee. FINANCE. It was resolved that the quarterly payment be made to the School Committees in the usual way.

The following account were passed : —A. G. 3 Smith and Co., Picton, £53 15s, T. Freeland, £3 7a Gd. Mr W. B. Carter, Treasury, Wellington, telegraphed that £Bl 17s 8d had 1 .en posted on the 21st March, to the Bank of New Zealand, Blenheim, for the of the Education fund on account of Public Libraries. NORMAL SCHOOL. A letter was read from Mr J. Irwin Hart, reporting himself to the Board as having returned from the Normal School at Christchurch, in order to be present at the examination held in Blenheim, on the 24th March, and enclosing testimonials of a highly satisfacto-y nature from the head of the Normal School, and also from the master under him, ar.d having charge of the practical teaching department, which he (Mr Hart) trusted w mid give satisfaction. He also thanked the Board for the favor conferred on him in behrg allowed by the Board to attend such an ’"nstitution. SPRINH CREEK SCHOOL. It was resolved that tender® be called for the painting ar I repairs required at Spring Creek School. MEMORANDA CIRCULARS', &C. The following memorandum from Mr Hislop, was laid before the Board ; —School Building Accounts —Amount of Grant £2500 ready to he paid at anytime, and asking the Board to favor him with 8 or 10 copies of good attendance certificates which may have been prepared by the Board or any of the School Committee in the district. From Mr Hislop referring the Board to section 78 of the Education Act, which is as follows ; “78. The Committee, with the approval of the Board, may establish Savinas Banks for the use of children attending tne school,” and forwarding ledgers, journals, pass books, and copies of regulations to be circulated amongst the several committees. Circular from E. q. Gibbes, Secretary Education Department, Wellington, forwarding notices and forms which have been supplied by the Intercolonial Juvenile Industrial Exhibition Committee at Melbourne with a icquest that they may be sent to the principal schoo’s of the Colony. From Mr Hislop informing the Board that a voucher had been past for the payment of grant to the Board for the month of March as follows : 77G attendance at 6s 3d, £242 10c. For committees attendance at lOd, £32 6s Sd ; Inspectoin 1 month at £125 per annum, £lO 4s Sd. Total £285 ss. This account has been waiting for the School Commissioner’s return of money handed to the Board out of receipts from reserves during the December quarter. A letter was read from Messrs Long, the contractors for the building, asking for an extension of time, and the Board resolved that the question should be referred to the architect, Mr Douslin. - EATRHALL. It was agreed that the necessary articles of furniture applied for by the School Committee should be supplied. BLENHEIM SCHOOL. It was agreed that three blinds be procured for windows at this building. PICTON INSTITUTE. A letter was read from the Honorary Secretary, stating that the Picton Institute was a public library registered under the Public Libraries Powers Act. MR. WARD, Mr Ward said he wished it to be clearly un- j derstood, and to go forth to the public (in refer- j ence to the resolution that the printing be given to the new paper) that he had no pecuniary interest whatever in it, although it had been industriously circulated that he had. Ho had moved the resolution purely for the public good.
