The first meeting of the members of the County Council of the County of Kaikoura was lield on January 4th, 1877, when there' were pr«Benfc—
Messr3WilliamSmith, Alexander Ingles, BulleD, Tenuey, and H. W. Parsons. A telegram, from Mr Seymour, Executive Officer, having been read, convening the first meeting of the Council for noon on Thursday, the 4th day of January. It, was proposed by Mr Parsons, and seconded by Mr Tenney, that Mr William Smith be Chairman of the Council. — Carried. Resolved,— That the Chairmon be requested to obtain a copy of the Standing Orders m use by the late Provincial Council of Marlborough, with a view to their being revised and adapted to the use of this Council. Mr Ingles gave notice,, that at the next meeting of the Council he intended to move — "That such portion .of the Counties Act, as is mentioned m the third Schedule to the said Act, Bhould not come into force m the County of Kaikoura. Moved by Mr Ingles, and seconded by Mr Smith — "That the Council consider their financial position with regard to the Pictonand Blenheim Railway, at their next meeting; to ascertain •what portion of the Nelson debt they have to bear ; and also to ascertain what has become of their portion of the £6000 Insurance over the Government Buildings, lately destroyed by fire m Blenheim. Mr Ingles then moved, and Mr Bullen seconded —" That the Chairman be requested to enquire into the matter of the expense for maintenance of Joseph Kerns, a pauper invalid. " Proposed by Mr Bullen, and seconded by Mr Tenney — "That the Council be adjourned to Tuesday, the 9fch inst., at 2 p.m." The adjourned meeting of this Council took place m the Court House, Kaikoura, on Tuesday, 9th January, 1877, when there were present Messrs Smith (Chairman), Ingles, Keene, Bullen, Tenney, Flint, and Parsons. The minutes of the last meeting were read and confirmed. A Committee of the whole Council, m discussing the items of finance, mentioned m the third motion of the last meeting, decided m the matter oE the Nelson debt, and the Picton and Blenheim Railway, that these matters are provided for by the Financial Arrangements Act, and are beyond the control of the Council at present. With regard to the Insurance on the Government Buildings at Blenheim, the Chairman was requested to write to Mr Seymour, Executive Officer, for definite information. Proposed by Mr Ingles, and seconded by Mr Smith — "That Sergt. Paap be requested to forward to the Executive Officer all accounts m connection with the invalid at Mr Close's, to the 31st December, 1876." Mr INGLE 3 then brought forward the motion of which he had given notice at the previous meeting, which was seconded by Capt. Keene. Mr Smith moved an amendment, and Mr Parson* seconded — "That the question of suspending the action of the Clauses of the Act, contained m the third Schedule to the said Act, be postponed until a future meeting of the, Council, to be held not later than six weeks thence. The amendment was, however, withdrawn, by permission of the Council, and the motion having then been put to the meeting, it was lost by a majority of one. For, 3 — Messrs Ingles, Bullen, and Keene. Against— Messrs Parsons, Tenney, Flint, and Smith. . Moved by Mr Ingles, and seconded by Mr Tenney— "That the Chairman write to the Commissioner of Crown. Lands, to ascertain the total annual amount of the Land Revenue, exclusive of land sales, derived from the County of Kaikoura." Mr Tenney then proposed, and Mr Ingles seconded — "ThatW. H. Parsons be appointed Treasurer to the Council -pro. tern."
