NEW BILL'S PROVISIONS. The new Education Bill provides that there* shall be resident in each education district one senior inspector; and , such other inspectors as the Minister shall direct. The following will bo the- ' number" of inspectors in each grade: —(a) There shall be not less than two nor more, than five chief inspectors; (b) there aliall he not less than nine nor more than 15 senior inspectors, one of ; whom shall be resident in'each education district; (c) the number of other inspectors shall be as the Gpvernor may see fit; ult some of the inspectors shall be women. Air important part of the Bill is that which deals with the constitution of education boards. The Dominion is divided into nine districts, thus reducing the number of Boards from 13 to nine. There will be five districts in the North Island and four-in the South Island. The following is the definition of Southland education district:—All that area in-New Zealand, being tho counties of Clutba, Lake, Fiord, Wallace, Southland, Stewart Island (including all boroughs and town districts therein); chief town, giUAPPOINTMENT OF TEACHERS. The boards, subject to the Act and regulations, shall appoint the school teachers. When it ..appears to a,' Board, after , consultation with the, senior inspectors, that two of 91 ore candidates possess as nearly as may be equal qualifications, ifr may select not more than three names sent in for consideration by the committee. , Committees may make recommendation for the appointment, transfer, suspensionl or dismissal of teachers, and no appointment, suspension, or dismiss sal may be made without committees being consulted. TEACHERS' SALARIES. The grades of salaries payable to head teachers are scheduled as follows: Grade. Maximum. 1 £IOO £l2O 2 120 140 3 200 250 4 190 220 6 230 250 6 1260 280 7 290 310 In each case the annual increment is £lO. * A deduction of 10 per centum from the salary payable in accordance with : 110 foregoing provisions shall be made in tho case of every uncertified head br Mile teacher, and in the case of every uncertified assistant, and a deduction of 5 per' centum in the case of every assistant or head or sole teacher who is the holder of a temporary certificate or license to teach ; but if in any such case the said deduction would reduce the salary below £IOO per annutti no greater deduction shall be made than is sufficient to reduce the salary to £IOO. PUIPIL TEACHERS. The salaries of pupil-teacßer# are fixed as follows (according to year of service as prescribed by regulations):— "First- year £35, with allowance of £2O if obliged to live away from home; second! year £45, with allowance of £ls if obliged to live away from home ; third or fourth year £55, with allowance of £lO if obliged to live away from. home. Where a pupil teacher lives at home, but is obliged to travel more tham four miles daily each way to attend school, there shall be paid an additional sura (not exceeding £lO per annum)'to defray tho actual cost of such travelling.
