NEW SOUTH WALES AFFAIRS.
• SYDNEY, .luly 1. The Premier (Hon. W. A. Holnian), n a policy speech at Cootaiuuiidra, outlined a most comprehensive programme of legislation for the. coming session. This included the (spending of many additional millions in cxtendjug, dupli-cat-nu; and bringing the railways generally up to date, a city railway and a North Shore bridge: also tho expenditure of another £200,000 on the improvement of Newcastle Harbor. Irrigation iuul opening up Crown lands will also involve a large outlay. Health measures on the lines suggested by tho Auckland Medical Conference include tho provision of maternity hospitals, dealing with consumption, venereal diseases, and insanity.

The chief increases in the year's revenue .are: Railway receipts, £9til,S37; tramiwavs, £172,000; incom-e- tax, £6&>,000; stamp duty, £279.007. Tho recent readjustment of the income and: stamp duties is responsible for the in; creases therefrom.
