Reports from Bomba state that the whole of the Welle district in the Congo has revolted. The insurgents are armed with Mausers. Two thousand mounted troops have been sent to the scene. THE MEXICAN REBELLION. MEXICO CITY, Dec. 28. General Reyes has surrendered. He pleaded for pardon for his few followers.
