(an ex-Solicitor-Geueral), referred to the perfect success of tho proportional representation system in Tasmania, and the Tasmania AgentGeneral explained tho working of tho scheme thero. Viscount Milner (ex-High Commissioner of South Africa), the Earl of Cromer (ex-High Commissioner .in Egypt), Lord Hugh Cecil (son of Lord Salisbury and a great Unionist Free Trader), and Lord MacDonnell (late Under-Secretary of Ireland) supported tho system.
