QUICKENING PROGRESS. LONDON, July 22. Mr Asquith has given notice of motion to give the Deputy-Chairman of Committees power to accept tho closure with a view to quickening tho progress of the Budget. 'The Times' states that the GovKn*tneut recognises that if tho disenssnn * continues on present conditions the Bill will prove au impasse and the debate will continue until Christmas, thereby * gi <atly delaying consideration of the r.ext session's legislation.
