AN EAST WABD LAMENT. The following original epistle, signed by " David MoDougall," wa? read at the meeting of the Borough Council last even* ing : — « To Qoie Borough Council. Gentlemen,—l see by Mr Hawkins, 8.M., cock and bullie yarn that your poundkeeper has no right to impound stock wandering at large. If that is so, I would suggest to your Council that the poundkeeper be at the end of the bridge every^jpiorning at 8 o'clock, and take those dear horses and cows that wander about the streets Becking what they may devour, and tike them up to the Croydon reserve, to pasture there in peace on boow. grass tussock, and to bring them back every night at 6 o'clock t« their respective owners ; and also, if those dear peop'e who believe in others feeding their stock would kindly take them to the end of the bridge at the above time every morning, but they need not go at night. Lst McKeozie bring them home, and milk the cows to the dear creatures at night if necessary, and if your Council Bhould have no place to put them in at night, I willjbe only too happy to let them have mine, if they pay me for my improvements, as the wandering stock get more good of them than I do. Gentlemen, it is with a great deal of pain thit I do write to you about this matter, but I do aesure you ifj gives me a great deal more when J get up in the morning and find three horses eating at tha ttraw that I have got to pay l>\ sterling for. If you kindJy do something in the matter, it wil| save your humble servant a great deal of weeping, wailing, and gnash, ing of teeth.'' The reading of the letter caused a lot of amusement. Councillor Poppelwell moved that the letter be referred to the Inspector. He thought they had to thank Mr McDjugall : his letter was entertaining, and very nicaly put. There was no ground for the Inspector saying he had no protection in impounding Btray cattle, as he had been convicted by the Magistrate of cruelty to a cow, not of impounding it.
