Official messages have been received, hinting that the rc L s of General Kaulbars in Bulgaria have met with tue highest approval of the Czar. Sofia, Nov. 2. One hundred sailors have been landed at Varna from Russian vessels now in harbor. Received Nov. 5, 10.30 p.m. Sofia, Nov. 3. It is now stated that the sailors who were landed from the Russian war vesseli at Varni were only proceeding home on furlough.
