Mr Edward Stanhope hts made a statement to the eftect that bit’ Arthur Havelock, Governor of Natal, has effected an agreement with the Boers whereby England shall establish a protectorate over Eastern Z iluland, which shall be reserved to the Zulus, and the Boers shall retain Western Zululand.

A settlement with regard to the New Hebrides has not yet been arrived at. Negotiations are proceeding b tween the British and French Governments for the purpose of coming to an arrangement in regard to these Islands which shall not be opposed to the previous Convention and which shall also define the mutual engagements of the two Governments relative to the New Hebrides. Washington, Nov. 3. The Congressional elec ions have been carried by the Democrats by a much reduced majority.

Sir William White, who succeeded Sir Edward Thornton as British Ambassador to the Sultan, presented his credentials to the Sultan today. In doing ss he expressed the hope that the old friendship which existed between England and Turkey would continue and be increased. The Saltan graciously responded, declaring he reciprocated the friendship ot Queen Victoria, who had been his old friend and ally.
