Adolph .loffe, head of the Soviet delegation in the Riga, pence negotiations, declared that tho internationel situation for Russia was now so good that the question of Russia fulfilling her obligations to Poland was no longer important, and there was no need to repatriate Polish war prisoners, as Russia was making good use of them.
