[Pbb Press Association.] WELLINGTON, November 20. When the telegram from Napier regarding the A. 5.11.5. privilege tickets was referred to tho Railway Department, it was explained that the men were under a misapprehension. There was no intention of departing in any sense from the agreement come to with tho society. The instruction which the men had misunderstood did not modify or restrict the concession granted.
