The report of the commission investigating violations of international, law states that the Fryatt court-martial was conducted without any infraction of the law, only tho unnecessarily speedy execution was to bo regretted. Captain Fryatt was a franc tireur. Tho German Government never accepted the British and American view regarding defence by and arming of merchant ships. The charges regarding the Wittenburg camp were absolutely unjustifiable. BERLIN, March 3.

An official Gazette summons all whose names appear in the extradition lists to notify their addresses forthwith.
