Senator Hitchcock and other senators have expressed the belief that the reservation regarding Artiole 10 would prove a stumbling block to the ratification of the Treaty. Senator Hitchcock said that neither the original Lodge reservation nor the substitute would be acceptable, < Personally, he preferred the original Lodge reservation to the substitute, but he could not vote for either of them. He said the situation waß now in the control of the Republicans, and if they were not wil!iij# to modify the reservation to the satisfaction of President Wilson's followers, then they must accept full responsibility in the event of the treaty not being ratified.
