According to a despatch from Kupaw (Shantung), Kung Hsiang Ko, a special delegate from tho Shantung Provincial Assembly at Paris, interviewed, stated that one of the important reasons why. "Wo sent a delegato to Mr Wilson asking how he could reconcile tho Shantu-ig decision with his assurances given to China. Mr Wilson answered that lie was. sorry, but would help us when the League of Nations was formed-"
